Message from Superintendent - July 15, 2020

July 15, 2020, 11:15 a.m.

Dear Churchville-Chili families,

I hope that you have had an opportunity to enjoy the beginning of the summer with your family and friends. We are currently developing a reopening plan and held the first meeting with our advisory subcommittees on July 9. The advisory subcommittees are reviewing the family and staff survey data, multiple state reopening plans, and State Education Department and Department of Health guidelines. The next meeting is scheduled for July 23. Below, you will find a list of the subcommittees and membership. You can find the survey data summary and information about the subcommittee work on this website under Latest News.

The advisory subcommittees are focusing upon:
 - Reviewing family and staff reopening survey input (which includes approximately 1350 family responses and 270 staff responses).
 - Reading and interpreting state reopening plans across the country that may offer promising strategies for our school district. These include teaching and learning options; school operations including transportation, nutritional services, and facilities; human resources and staffing; and health and safety for students and staff in our facility, along with athletics, extracurricular, and performing arts.
 - Instructional plans for reopening that incorporate in-person instruction with social distancing requirements, at home learning, and a hybrid model.

The Governor, State Education Department, and Department of Health have released their guidance documents. According to the Governor, schools in a region can reopen if they are in Phase IV of reopening and the daily infection rate remains below 5 percent using a 14-day average. After August 1, schools will close if the regional infection rate rises above 9 percent using a 7-day average. Therefore, at this time it appears we can plan to reopen!

According to the State Education Department and Department of Health, our reopening plans will need to focus upon developing a process for mandatory health screenings, a plan for masks and personal protective equipment, and social distancing protocols. As we develop our reopening plan, we are looking at a variety of options specific to instruction. Those may include in-person instruction, a hybrid model which incorporates an alternating schedule of in-person and at-home, and a full remote learning model with 1:1 digital devices (should we need to completely shut down due to an increase in the regional infection rate).

As we learned from the family and staff surveys, there are varied and broad responses and recommendations regarding the instructional plan for reopening. While not everyone agrees with the guidance and requirements, given that our school district is a local public agency of the State of New York, it is important to be in compliance to receive state funding, which makes up 47% of our school budget.
Please know that our district is committed to providing a safe environment for our students and staff and we want to reopen school and have our students attend as much as possible, in the safest way possible. We value your continued partnership as we move forward to develop plans to reopen school for our students in September.

Sincerely,
Lori Orologio
